Mr. Derek Scoble is a certified Project Management Professional (PMP) with experience in the commercial, federal, and state government arenas.  He has extensive business and project management experience, with specialties in decision support tool development, risk assessment, Software Quality Assurance, Independent Verification and Validation (IV&V), and all aspects of software and systems testing.  Possessing excellent communication and facilitation skills, he has assessed, developed, tested, directly managed, and consulted on over 1000 systems exceeding 200 million lines-of-code over the last 20 years.

SPECIFIC EXPERIENCE:

MANAGEMENT

1. Project Management

Currently the State of Montana IT Project Management Office (PMO) Director and IT Process Architect. In this role, Mr. Scoble is responsible for the development of the state standards in Project Management, IV&V, test and software quality assurance methodologies. Mr. Scoble reports directly to the CIO and performs other duties across state agencies such as project and proposal review, IT research & development, strategic planning, project management training and mentoring.

Previously the Information Technology Leader (contract CTO) and IT Project Manager for the Montana State Fund.  In this role Mr. Scoble was responsible for the management of the IT department and special enterprise IT projects including web-based enterprise database warehouse initiatives, system enhancements, software engineering and development life-cycle activities and strategic planning and mentoring of information technology assets.

Previously the Project Manager, Business Continuity Planning for the Norrell Corporation Year 2000 Project.  Mr. Scoble was responsible for Y2K risk assessment and contingency plan development for over 1300 nationwide and international offices in 800 cities. This role included business process identification, financial modeling, litigation mitigation, planning education, tool development, and Y2K War Room operations management.

Mr. Scoble was the BDM Project Manager for the Department of Environmental Quality (DEQ) Year 2000 Project Coordination effort. He is responsible for the assessment and formal test for Year 2000 compliance of over 100 DEQ internal applications.  Mr. Scoble developed the test criteria, plans, and reports to support application and vendor certification for the agency.

Previously, Mr. Scoble was the DEQ Project Manager for the Enterprise-Wide Database Management System Plan.  He was responsible for conducting Joint Application Design (JAD) sessions to gather information to be used in process reengineering, database design, and Year 2000 evaluation activities.   He successfully facilitated over 40 JAD sessions with different program groups within DEQ.   The results of the JAD sessions were captured in the Oracle Designer 2000 Case tool that established the foundation for migration to an Oracle enterprise database solution.  

Mr. Scoble was the BDM Year 2000 Program Manager and Senior Test Consultant for Bank One Corporation.   In this role he was directly responsible for designing and developing the banks’ enterprise test strategy and supporting Quality Assurance program processes and procedures.    

Mr. Scoble directed the efforts of a twenty-five person Year 2000 test and quality assurance support staff on a 7.5 million-dollar contract.  In this role he was responsible for the development of test assessments, plans, test and  interface engineering, test scripts, risk management and quality assurance processes for over 400 systems comprising more than 80 million LOC’s.

Previously Mr. Scoble was the Program Manager for the Year 2000 project for  the State of Montana.   He was responsible for coordinating and directing program and test assessment activities for six different state agencies. These agencies included the Departments of Health and Human Services, Justice, Corrections, Transportation, Administration, and Office of the Governor.

Mr. Scoble was responsible for collecting system and application information, staging and extracting code, developing alternate extraction techniques, performing test assessments, and developing delivering assessment reports.  He performed all tasks within budget and on schedule.

While at Castillo, Mr. Scoble, Vice President, Research and Information Systems Group, was the Castillo project leader responsible for data collection and modeling on the Sky Harbor 50 Year Strategic Plan for the City of Phoenix.  

This position was responsible for budget management, project deliverables, field research, and customer relations.   He also represented Castillo as Project Manager on Geographic Information System (GIS) based decision support systems development programs with clients such as Shell Oil, Motorola, and Hilton Gaming.  

Previously Mr. Scoble served as the Test Task Leader for developmental testing of the Joint Interoperability Evaluation System (JIES) at the Joint Interoperability Test Command (JITC) at Ft. Huachuca, Arizona.

Mr. Scoble and his staff performed test tasks as specified by MIL-STD-2167A and MIL-STD-498.  He was responsible for requirement analysis and testing, development of a requirement traceability matrix database, generation of test plans, procedures and reports. His staff conducted informal integration testing, formal qualification interface testing (over 30 service agencies across distributed across the United States and Internationally), and supported user  acceptance test activities.

2.     Line Management

While at BDM from 1993-1995, Mr. Scoble was the Manager of Test Engineering. This organization was quite varied, including engineers, technicians, analysts, clerks and programmers. He assigned tasks, provided guidance and training, performed counseling and implemented discipline, conducted performance appraisals and recommended personnel actions including, job fairs, hiring and reduction-in-force events.

3.     Marketing and Proposal Development

Mr. Scoble has participated in over twenty-five marketing and proposal activities both independently and as a team member.  His efforts involved  proposal research, section book boss, writing assignments, and oral/multimedia presentations to commercial, federal, state organizations. He has managed and supported marketing/proposal initiatives in local offices, national, and  international settings.  He has been associated with winning proposal efforts totaling over 200 million dollars since 1992.        

PROFESSIONAL-TECHNICAL

1.      Software Integration and Test

Mr. Scoble was the Task Lead for the JITC’s Year 2000 test and evaluation  support to the Assistant Secretary of Defense, Health Care Clinical Business Area (CBA).  In this role he was responsible for the design and development of Year 2000 test plans, procedures, and test cases.   Mr. Scoble was also responsible for test team management (8-person team), risk assessment, Year 2000 awareness education, and client support activities.

Mr. Scoble also supported the BDM Year 2000 business unit with technical input resulting in the development of the BDM Y2K test methodology.  He was one of the primary authors of the BDM SMART2000+ Test Methodology that received the first end-to-end Year 2000 Test certification from the Information Technology  Association of America (ITAA).  He also generated briefing material, technical  abstracts, and white papers for Y2K related issues.

Mr. Scoble also supported the DOD Software Alpha Testbed (DSAT) program.  His role involved leading a consolidated contractor team in researching issues associated with distributed interface, developmental, and operational software development using Object Oriented development tools and testing.

Mr. Scoble was the task lead for the JITC Year 2000 Startup task.   He was responsible for developing the JITC Year 2000 strategic plan, Y2K compliance guidelines, and test services handbook.  This includes development of technical  and marketing briefs, operating procedures, and test methodologies.

Mr. Scoble was also responsible for the examination, assessment, and extraction of legacy code for 6 state agencies of the State of Montana for the Year 2000 problem using PL/SQL, TSO sessions, and Cap Gemini extraction tools. This project was the first large-scale Y2K project completed on time and budget  for BDM.

Mr. Scoble was the BDM Ft. Huachuca lead engineer supporting the establishment and review of Test and Evaluation (T&E) plans, operating instructions, policies, procedures, and readiness assessments of the Joint Logistics Systems Center (JLSC) Integration Support Facility (ISF).  

In this role, Mr. Scoble lead a team (30 engineers) of nationally recognized test subject-matter experts from BDM, Boeing, and Mitre Corporation in conducting numerous process reengineering sessions to determine the best consolidation path for the DOD Mega-center migration problem.   This process consolidated the DOD processing centers from 1600 to 4. This assignment later facilitated BDM assuming a lead test role in the migration of two DOD logistics  standard systems.

Mr. Scoble was the test manager in charge of software testing tasks on the JIES for BDM at the JITC, Fort Huachuca, Arizona.   He was responsible for the development and implementation of test plans, procedures and formal testing for  the JIES.   This activity involved performing software requirement analysis, test design, procedure generation, and conduct of formal test.  As a result of the Rapid Application Development (RAD) and test team efforts, the government saved an estimated 12 million dollars.

The JITC nominated Mr. Scoble for the Automated Data Processing Association  (ADPA) DOD Tester of the Year.  This was the first instance of a contractor (Non-DOD) being nominated for this prestigious award by the JITC.

2.          Independent Verification and Validation (IV&V)  

Mr. Scoble was a Software Engineer performing IV&V activities on the JIES for Intermetrics at Denver, Colorado.  IV&V activities on the JIES involved  performing documentation reviews, participation in (Ada, an object-oriented  programming language) software design and code walkthroughs.  Areas of special concentration included independent software quality assurance and unit testing, requirement traceability, formal test support and Man-Machine Interface analysis. Previously, a Senior Engineer involved in the identification, analysis, design, allocation, and documentation of system requirements for the U.S. Navy System Integration Facility (SIF) for Intermetrics.

3.        Technical Analyst

Mr. Scoble, as a member of Computer Sciences Corporation (CSC) technical staff, performed requirements analysis, design, development, and documentation for five different Combat and Communication Computer Systems.  These systems were both stand-alone and distributed in nature.  Mr. Scoble also performed Quality Assurance (QA) functions and independent test and requirements validation as a member of an independent internal systems support group.

4.     Software Development

While at Castillo Company, Mr. Scoble expanded his programming experience beyond his previous Ada, Pascal, CMS-2, and COBOL skills to include Visual Basic, Multimedia Director, MapInfo, MS Access, and ArcView Geographical  Information Systems (GIS).   He managed the design and development of computer based training programs and decision support modeling systems for companies such as State Farm Insurance, Motorola, and Hilton Gaming.

Mr. Scoble was also the primary designer and tester of Netplan-2000, a Web-based contingency planning tool (written using PHP and Fusion NetObjects)  supporting the Year 2000 efforts of small to medium sized businesses.

5.        Operations Specialist

Mr. Scoble spent four years in the US Navy performing the duties of a Combat Information Center (CIC) Operations Specialist.   As a Watch Supervisor aboard the aircraft carrier USS Constellation CV-64, Mr. Scoble’s expertise in operational warfare areas, and the Naval Tactical Data System (NTDS) led to assignments with two different Flag-level (Admiral) staffs and being awarded of  the Navy Achievement Medal.
